Detroit has launched a drone inspection pilot program for city-owned buildings that can identify energy-saving improvements and optimize performance.

The drones capture visible and thermal imaging of the building; an AI platform developed by Lamarr.AI processes the images and building analytics to create 3D models and energy simulations that help city officials identify thermal inefficiencies, assess structural conditions and optimize potential upgrades.

A partnership among Lamarr.AI, Detroit-based technology incubator Michigan Central and startup venture platform Newlab, the pilot “is a prime example of how public-private collaboration can unlock innovative solutions for cities,” said Tim Slusser, Detroit’s chief mobility officer, in a statement. 

Detroit, the Michigan Department of Transportation, Michigan Central and Newlab in 2022 launched the Advanced Aerial Innovation Region as a real-world testbed for next-generation drone technologies “to move drone technology from concept to city-scale deployment,” according to a press release.

The number of use cases for drones in city operations is “phenomenally high,” said Matt Whitaker, director of mobility innovation platforms at Michigan Central.

Detroit had already established a transportation innovation zone to streamline permitting for new mobility solutions such as drones, and Michigan Central helped the city get Federal Aviation Administration permissions to fly the drones, Whitaker said. 

For this project, Lamarr.AI, working with aerial photographers FlyGuys and drone operations management system Airspace Link, deployed drones to identify thermal deficiencies such as insulation gaps and potential water infiltration in three municipal buildings. It used the data to create 3D models it paired with energy simulations to pinpoint targeted upgrades that could reduce the three buildings’ HVAC energy use by up to 22%, according to the press release.

The final reports give the city a tiered approach to retrofitting the buildings, such as targeted weatherization at the curtain wall, replacement of specific failing windows, continuous wall insulation and roof enhancements.

“We are helping the city of Detroit, through the Office of Sustainability specifically, to identify vulnerabilities for cost and climate challenges,” said Lamarr.AI co-founder and CEO Tarek Rakha. “Our AI analyzes and categorizes building deficiencies and uses simulation to clearly state the return on investment once we identify an anomaly or a deficiency.”

Rakha said the combination of drones and its AI platform is “10 times faster, five to 10 times more affordable and 50% more accurate than [assessing thermal deficiencies by] regular means — including using drones in general because drones can collect data but not analyze it.”

The company’s technology can scan “a huge number of buildings in a fraction of the time at a fraction of the cost because we’re using our own AI analytics,” Rakha said. “That makes scaling quite accessible.”

 

Los Angeles; Austin, Texas; and Honolulu have turned to artificial intelligence to give their planning departments a boost over the past year, using it to cut down on long wait times for environmental and building permits, they say.

Austin and Los Angeles are using Australia-based Archistar to help expedite permit review, according to official announcements. Austin officially adopted the technology in October 2024 following a three-month pilot. The city and county of Los Angeles launched the service on April 30, according to Gov. Gavin Newsom’s office, following wildfires that devastated the region.

Honolulu also plans to speed up the permitting process with the help of AI-based technical upgrades starting later this year, Mayor Rick Blangiardi told the Honolulu Civil Beat during a June 4 event. 

These changes come as the federal government, at the behest of President Donald Trump, seeks to change its environmental and federal permitting process with the help of technologies such as artificial intelligence. 

Austin has begun using Archistar for residential permits, with plans to expand its use into other areas. The city has not seen critical errors or unexpected behaviors from Archistar, a common concern when adopting AI, Stephanie Sanchez, a senior public information specialist for Austin, told Construction Dive. It has only been tested within the residential building plan review permitting process, Sanchez said.

“We see AI as a powerful support tool that can improve both speed and customer service in our permitting process,” Sanchez wrote in an email to Construction Dive.

In California, Archistar’s technology uses computer vision, machine learning and automated rule sets to instantly check designs against local zoning and building codes in the assessment process for building permits, according to Newsom’s office. With it, property owners can pre-check plans before submission to ensure validity and prevent delays.

Newsom signed an executive order on Jan. 12 to expedite the rebuilding process for homes and businesses destroyed by the fires.

“The current pace of issuing permits locally is not meeting the magnitude of the challenge we face,” Newsom said in the news release.

Honolulu will use technology developed by Vancouver-based Clariti to guide owners through the permitting process and replace the city’s 1990s-era software system, according to the Civil Beat, which pegged the median wait for a commercial job permit during the first quarter at 393 days.

Honolulu is also using Chicago-based CivCheck, which will use AI to scan building plans and make sure they’re code-compliant.

‍The road ahead for government digital transformation

With growing adoption of AI in local government, public agencies are seeing tangible gains: faster service delivery, more efficient internal operations, and greater satisfaction among both staff and constituents. As AI tools become more accessible and user-friendly, now is the time for agencies to experiment, adapt, and lead the way in government digital transformation.

MCLEAN, VIRGINIA — Lifeline infrastructure systems provide integral services like water, electricity and transportation, but they are often taken for granted until they fail. 

Factors like age, deferred maintenance and more frequent extreme weather events are stressing these structures, making strategic planning for disaster recovery critical, according to experts at the Building Innovation 2025 conference, sponsored by the National Institute of Building Sciences.

Much of the country’s infrastructure was built before the notions of redundancy and resiliency were understood, said North Carolina DOT Secretary Joey Hopkins during the conference last month. Recent climate-driven disasters such as Hurricane Helene and the Los Angeles wildfires have underlined how critical they are.

“Much of our infrastructure is so old it's built to standards that we no longer use. So it doesn't work anymore,” said Hopkins. For example, “Back in the ‘60s, we built ramps that came in on the left side of the highway. We had very, very short acceleration lanes and deceleration lanes. Vehicles were smaller, they were slow back then. Things have changed.”

However, U.S. funding programs for disaster recovery largely only provide money to restore structures the way they were before, leaving them vulnerable to the same forces that caused damage in the first place, said Madhu Beriwal, founder and chair of IEM International, a disaster preparedness consultancy based in Raleigh, North Carolina, in a panel.

“Infrastructure was built in the 1950s to 1970s for a different climate regime, and we are trying to manage 21st century climate issues, not even talking about what could happen next century,” said Beriwal. One infrastructure failure can cause cascading impacts, yet “each individual infrastructure is owned or operated by a different entity, and there's not a lot of coordination between them to figure out what problem points are.”

Targeted investment

Functional recovery — the ability of a building or lifeline infrastructure system to maintain or quickly restore essential functions after a shock — is critical when planning for resilient communities, said Ronald Eguchi, CEO and co-founder of Long Beach, California-based risk management company ImageCat, during the conference.

“[Functional recovery] is something that can be an important concept, not only for buildings, but to begin to institutionalize that for lifelines,” said Eguchi. “I think it's very important, because now we're sort of shifting the paradigm a little bit in terms of how we measure performance.”

To that end, NIBS’ Lifeline Infrastructure Hub fosters partnerships among federal, state and local governments, nonprofits and industry groups to better manage extreme weather impacts and help communities bounce back after disasters. Launched last year, it aims to identify critical infrastructure gaps and cost-effective ways to mend them.

Rebuilding infrastructure networks to meet modern needs is costly, yet badly needed, the American Society of Civil Engineers’ 2025 Report Card shows. The 2021 Infrastructure Investment and Jobs Act helped counteract the impact of inflation, but the country’s lifeline systems are still “woefully underfunded” amid declining gas tax revenue, Hopkins said. North Carolina has turned to public-private partnerships to help fill that funding gap.

“Inflation has hit us all in these last few years, and it's put us further down than we were before,” Hopkins said. “Today we've got about a half a dozen communities in our state now that are saying, ‘Will you toll this route so we can get a project? We want it so bad we're willing to accept the toll.’”

New Orleans is drawing lessons from past disasters and near-disasters to guide it on how to focus its infrastructure upgrades, said Steven Nelson, general superintendent of the Sewerage and Water Board of New Orleans.

“It's not necessarily the oldest parts of the city that failed the most dramatically or most frequently,” said Nelson. “So I think that there is a major need for targeted investment.”

Tech can help

Artificial intelligence and machine learning can help jurisdictions and utilities understand how to direct their limited resources for maximal impact, such as dealing with water main breaks, Nelson said.

With AI, “We can take the limited resources that we have, develop a capital improvement program that's based on actual failure rates, anticipated rates of failure in those locations that are most likely to have a catastrophic effect,” Nelson said.

Digital twins are another underused technology that can help with planning for more resilient infrastructure, according to Eguchi.

“I don't think we are fully utilizing [digital twins] in complex sorts of problems like lifelines and how they operate,” said Eguchi. “I think that digital twin models and utilizing that technology can very well help us better understand what the failures could be. What could be the impacts? How likely are these different things?”

A new open-source model published last month from the International Institute for Applied Systems Analysis allows city planners to continuously track how urban vegetation is distributed and changes over time.

Using satellite imagery and machine learning trained on data from cities around the world, the model found that the Green View Index —  a street-based indicator of canopy coverage — has been decreasing 0.3% to 0.5% per year. It also found high heterogeneity across cities and regions and “stark inequalities” in street green space within cities.

According to Giacomo Falchetta, an IIASA research scholar who led the study, the model “can shed light on the more structural progress or decline in canopy cover due to processes such as land use change or vegetation health status, and hence on the changing quantity and quality of street greenery in a city.” 

Urban vegetation mitigates heat islands through shade and evaporative cooling, provides flood control and carbon sequestration, preserves biodiversity, affects human health and happiness, and is positively associated with real estate prices, according to the study.

Cities face a range of barriers to increasing street greenery, including identifying suitable areas, regulations, securing funding for planting and maintenance, water availability, and side effects like increased pests and vector-born diseases, Falchetti said in an email. “Many cities lack consistent, street-level data on vegetation coverage, making it hard to prioritize areas based on existing conditions and inequalities.”

The researchers studied within-city GVI distribution in the 10 most populated urban areas in 19 world regions to create the model, which allows city planners to track population and characteristics like social vulnerability in each district of an urban area to “support inclusive planning of street greenery by addressing areas with low exposure but high population density,” Falchetti said.

The model allows for targeted planning by pinpointing where low GVI intersects with high population density and “supports the prioritization of existing vegetation maintenance for areas of cities where GVI is on a declining trend,” Falchetti said.

Because the model is open-source and designed to work with publicly available satellite and ancillary data, cities need only moderate technical infrastructure and capacity — a kick-off process to set up the local workflow and a two- to three-day training for urban planning officers — to utilize it, he said.

How is the largest U.S. state transportation agency planning to use artificial intelligence? When the Texas Department of Transportation announced in December a three-year strategic plan for implementing artificial intelligence across the agency, it had identified 230 potential use cases. 

AI “can fundamentally revolutionize what we're doing and create that transformation in the transportation industry,” Anh Selissen, chief information officer at the department, said on a June 2 webinar on its plan hosted by the Eno Center for Transportation.

The 2025-2027 plan sets a road map for the department to integrate advanced analytics and intelligent systems into its operations and transportation system. 

Among the possible uses of AI, the department sees the technology as a way to prioritize infrastructure projects, manage budgets and contracts and avoid conflicts with utilities when planning project locations. AI could also provide decision support for emergencies, such as through weather monitoring, identifying the best evacuation routes and alerting and responding to roadway incidents and wrong-way drivers. 

The department also envisions a role for AI in workforce training and managing its vehicle fleet. “Our next step [in the process] will be bringing in a large amount of the traffic data so we can actually do some stronger AI analytics around traffic and congestion information from a stakeholder experience,” Selissen said. 

So far, the department is using AI in 22 aspects of its work, said Darran Anderson, the department’s director of strategy and innovation,  including for real-time and predictive traffic data analysis and crash detection. Layering AI on top of the department’s highway camera network is reducing incidence response time for emergencies or roadside assistance, he said.

Selissen said the department sees “millions of attacks” daily into its computer systems, making cybersecurity essential for any AI implementation. “If a hacker gets into this system and basically permeates your network, it is going to be a world of hurt for your organization,” she said. The department’s strategy, as laid out in its three-year plan, includes educating staff of the risks and ensuring AI systems are designed, tested and deployed in ways that ensure security.

The department’s guidelines include privacy protections along with checks and balances to ensure results are unbiased and provide equity across all users. Selissen said about AI, “You've got to learn it. You’ve got to figure out its capacity for use, and you’ve got to understand the boundaries of what that use should be.” She recommended trying pilot programs and starting with small tasks.

As experts warn of potentially dire consequences from National Weather Service budget cuts and staffing shortages, local emergency managers are looking at how emerging tech and public-private partnerships could help ensure public safety during extreme weather events.

“Staffing shortages at NWS offices around the country mean that jurisdictions are at risk of not receiving tailored weather forecasts or timely weather alerts and warnings,” said Carrie Speranza, president of the U.S. Council of the International Association of Emergency Managers, in an email. 

The remaining NWS staff members are working overtime as NWS regional offices shift staffing to account for the shortfall, she added, noting that “staff burnout and fatigue bring additional risks to any operation.”

Speranza advised city officials concerned about the impact of NWS cutbacks to consider integrating data from “a plethora of private-sector companies that provide weather forecasting services” into their dashboards, planning tools and emergency protocols.

Tara Goode, vice president of strategic partnerships and radar operations for radar network company Climavision, said public officials are opening up to public-private partnerships with companies like hers. “There are things the private sector can do more cost effectively and a lot faster,” she said.

Climavision is building a proprietary network of low-level radars to fill coverage gaps in the federal next generation weather radar, or NEXRAD, system, especially in areas where the earth’s curvature and radar angles limit visibility near the ground. It has partnered with counties, cities and universities to install radars in 29 cities so far, providing data for early wildfire smoke detection, snow squall warnings and tornado verification, Goode said. The company’s goal is to install 200 radars, which it says would fill every low-level gap in the U.S.

“We want to make sure that the warning authorities, such as the weather service offices, have all of the data that they need to make the right calls when time is of the essence — when lives are at risk,” Goode said. “We also want to make sure that the local public safety officials and the state agencies that have to prepare, respond and recover from these types of disasters have the same data and can make their own decisions. Our data can help them when time is of the essence.”

Alex Stauch, head of marketing for Meteomatics, said partnerships that weave private high-resolution weather data directly into local decision-making represent “a shift from a one-size-fits-all approach to something more flexible and resilient.” Meteomatics provides services including drones and AI-driven weather models to supplement government forecasts with hyperlocal, real-time data. 

Meteomatics’ models integrate weather data from more than 110 sources, including aircraft, ground stations, drones, radars and satellites, allowing emergency officials to determine everything from when a storm will hit to how likely flooding will be, Stauch said. The data is recalculated hourly, he added.

“It’s not about replacing the public system, but backing it up and building around it,” Stauch said in an email. “The partnerships might look different from place to place, but the winning formula’s pretty consistent: real-time info, data you can actually act on, and tools that plug right into what local teams are already using. That’s what really counts when things get serious.”

Researchers at Texas A&M University have developed a tool that may be able to produce “near-instantaneous” damage assessments and recovery forecasts following a tornado.

Using remote sensing from high-resolution satellite or aerial images, deep learning technology and computational models that predict how an ecosystem will respond to restoration, the model can provide a macro-scale view of damage in areas hit by tornadoes within hours, according to a TAMU press release.

The model can be embedded into cities’ emergency response operations and long-term recovery planning so city officials can quickly identify the hardest-hit areas, prioritize emergency services and deploy resources where they’re needed most, one of the researchers said in an email.

Following a tornado, a National Weather Service team is typically sent to the site to do a full ground survey to assess damage. “Manual field inspections are labor-intensive and time-consuming, often delaying critical response efforts,” Abdullah Braik, a Texas A&M civil engineering doctoral student, said in a statement. Braik co-authored the research on the model published in Sustainable Cities and Society.

The model uses high-resolution sensing imagery and AI-generated algorithms to create damage assessments within hours, providing first responders and policymakers with “actionable intelligence,” Braik said.

Immediately following a tornado, an AI tool that has been trained using images and data from previous disasters analyzes satellite images to deliver detailed damage maps. These can help officials “anticipate which neighborhoods may face delays, due to infrastructure dependencies or social vulnerabilities, allowing targeted interventions and coordinated recovery efforts across housing, utilities and public health,” Braik said in an email.

Over time, cities can use the damage and recovery data they collect to calibrate and improve the underlying models, further refining their response strategies and strengthening recovery plans for future events. “This creates a feedback loop – turning each disaster into an opportunity to build smarter, faster and more resilient systems,” Braik said.

TAMU researchers are developing the model for use after other types of disasters such as hurricanes and earthquakes and hope to extend it beyond damage assessment to include real-time updates that track recovery over time.

Authorium, a cloud-based platform built for government administrative operations, announced the release of AuthorAI, a product that uses generative AI to streamline the procurement process.

AuthorAI generates statements of work when a user prompts it with a description of the product or service a government team is looking to procure. Authorium says it trained the AI tool on 15 million government procurement documents.

The system generates a statement of work “in minutes,” the company says, and it can include citations to original source documents. The user can then share and revise the SOW across government teams. The tool is available for immediate purchase from Authorium and AWS Marketplace.

The product launch was made possible by an $8 million infusion from investors at the start of 2025, according to Authorium. “Over the past year, Authorium has doubled the amount of government acquisitions that are processed on our platform, increasing from $25 billion in spring 2024 to $50 billion today,” Authorium co-CEOs Jay Nath and Kamran Saddique said in a joint statement.

The company also offers tools designed to streamline budget administration, grant management and legislative analysis.

Authorium was founded in 2014 under the name City Innovate, rebranding to Authorium in 2024. Sixty percent of its employees are former government employees, the company website states. Financial backers for the company include SJF Ventures and Govtech Fund.

AI in local government ‘in its infancy’

A survey of local government officials last year found that 48% viewed AI utilization as a “low priority” for their local government. Under 6% of respondents considered AI “high priority,” according to the International City/County Management Association, which surveyed 635 local government leaders in April and May of 2024.

“The use of AI as a core practice of local government in the U.S. is clearly in its infancy,” ICMA states in a report on the survey results. “There are some communities that have exuberantly embraced AI. Others are approaching this emerging technology with the utmost caution.”

The top area local government leaders considered for AI potential was “resident engagement,” with 55% of respondents seeing promise in streamlined service interfaces and AI chatbots, the report states.

A separate survey of local government IT executives in late 2024 found that 38% felt their local government was “not prepared at all” to safely incorporate AI technology, with 46% saying it was “somewhat prepared” and 9% saying their local government was “fully prepared.”

Despite local governments being in the early stages of AI adoption, major companies see its potential in the public sector. OpenAI, the developer of ChatGPT and one of the largest AI service providers, launched a version of its product specifically tailored for U.S. government agencies earlier this year.

The government procurement space has seen an abundance of new AI tools from companies like OpenGov, Appian, Icertis, Cloverleaf AI and more, Procurated Director of Marketing Steve Isaac recently wrote in a column for American City & County.

“Today, we are witnessing a second wave of AI applications for government procurement — not just speeding up how our industry works but fundamentally changing it,” Isaac said.

Artificial intelligence and machine learning technologies could reduce safety risks and increase operational efficiency while improving riders’ experience with public transportation, says a Feb. 5 blog post by the Urban Institute’s Lindiwe Rennert, a senior research associate in the Housing and Communities Division.

Some transit agencies are already using these technologies to monitor stations, tracks and roadways for dangerous conditions and to better predict expected passenger use to avoid overcrowding. AI and machine learning can also help to identify bus or train maintenance issues before they result in a breakdown.

But AI and machine learning come with concerns around equity, discrimination and biases, along with the risks of hacking and misuse of personal data, the post states.

Transit agencies create and collect large amounts of data which could help address ongoing financial issues and labor shortages, Rennert writes. Some of this information is currently used to make real-time arrival information at transit stops more reliable and to improve dispatching efficiency for paratransit vehicles, in some cases allowing same-day booking instead of 24-hour advance booking.

Other uses include providing signal priority for transit buses, which is being implemented across the city of Boston, and bus-mounted AI-powered cameras to monitor and enforce bus lane violations.

However, Rennert writes that facial recognition tools, which are mainly trained on White males, can lead to racial discrimination. In addition, audio call-outs of station stops can rely on language models that have biases with regard to the language, gender and accent these models use.

Transit workers worry about the loss of jobs due to AI: The Federal Transit Administration has funded several transit bus and shuttle automation demonstrations and pilot programs in U.S. cities.

Rennert recommends that transit agencies focus on using AI and machine learning to help inform infrastructure changes, such as the need for curb extensions for bus stops and curb-separated bus lanes. AI could also be used to automatically enroll eligible riders in discounted-fare programs, optimize station cleaning schedules or even deploy robotic cleaning machines.

Artificial intelligence is playing an increasingly pivotal role in enhancing U.S. public sector operations. Research and consulting firm Gartner predicts that by 2026, more than 70% of government agencies will employ AI to support human decision-making. In an era characterized by workforce shortages, limited budgets and escalating demands for rapid service delivery, AI-driven technologies are becoming a necessity for more efficient, transparent and responsive public services. 

Consider the following ways in which city governments are already leveraging AI to improve their operations and enhance the work of public servants:

1. In Palm Beach County, Florida, document automation software employs deep learning algorithms and machine learning techniques to automate tasks such as document classification, data extraction, and data entry. Since its adoption in 2017, the county has saved approximately $1.9 million annually by automating electronic document filings, speeding up processing, enhancing accuracy, reducing backlogs and paper waste and boosting judicial efficiency.

With an annual operating budget of $673 million, Collier County, Florida, identified approximately 22% of its budget that could be reallocated to free up funding for top priorities and improve efficiency. Pittsburgh, using the same type of technology, was able to redirect funds to a previously unfunded climate action plan. In Washington County, Wisconsin, the Parks and Recreation Department transitioned programs to fee-based models and established cost-sharing partnerships to enhance financial sustainability and optimize resource allocation across varied public services.
3. In Indiana, a generative AI-powered resident assistant chatbot delivers quick, reliable responses to resident inquiries, ranging from simple questions to complex service-related issues. The chatbot understands and dynamically responds to user queries, continually improving with each interaction.
4. AI-augmented field operations software in Arkansas provides real-time data analysis, predictive maintenance alerts, and decision-making automation to field agents for utilities and emergency response. 

These examples demonstrate the benefits that can come from integrating AI into public-sector operations. Organizational and technological challenges remain, however. Legacy systems resist integration with modern AI solutions. And concerns about privacy and data security will become paramount when AI systems manage large volumes of sensitive information. These systems will need to comply with stringent data protection laws to maintain public trust. 

To successfully integrate AI into government operations, I advocate for a phased approach beginning with comprehensive stakeholder engagement and pilot testing. This mitigates resistance, integrates feedback from workers in the field for smoother implementation, and allows the systems to meet specific operational needs without disrupting existing systems.
